 NIES09 CO2 scale is lower than the WMO-X2007 CO2 scale by 0.07 ppm at around 360ppm and consistent in the range between 380 and 400 ppm (Machida et al., 2011), though it is advisable to check results of the latest round robin intercomparison: https://www.esrl.noaa.gov/gmd/ccgg/wmorr/
